I was reading Marvel GI Joe issue 2 and saw where the Low Frequency Modulator(LFM) was given to the Russians at the end of the story but in a later issue, Cobra Commander(I think) claimed that Kwinn had given Cobra the LFM(CC said this when the Terror Dromes were used to instill fear and paranoia in the Arctic). Which is it?

In issue 2, Kwinn gives it to the Russians but then we assume that the Joes(who got their firing pins back) get it from the Russians.

Then, in one of the ARAH stories, it is mentioned again(The ice story with Blizzard)

Does anyone have an explanation? Or is it a mistake?

MY THEORY?
The way I try to understand it in my mind...The Joes got it from the Russians and bury it(not wanting anyone in world to use it) Later, Kwinn finds it and sells it to Cobra.

However, this theory does not make sense in that Kwinn was honorable and I just don't see him selling it to Cobra as we know Kwinn wanted "fear might vanish from the world"
Giving it to Cobra is the worst way for that to happen.

Okay, new theory...The Joes get it from the Russians and bury it and Kwinn finds it and hides it. Kwinn is later temporarily brainwashed into selling it to Cobra by Dr Venom(who kwinn worked with for a while) He breaks brainwashing and later teams up with Snake Eyes, not remembering selling it to Cobra. Arggh, help me.

I am sooo confused about this. Can anyone help me??? Or am I just totally misunderstanding it???

How do you all see it???

One of Cobra's corrupt Generals was given the device by the Joe team and he handed it over to Cobra. Later, when Fred VII took over for the original Cobra Commander, he learned about the existence of the LFM from some low-ranking Techno-Viper, who mangled the story when he informed the new CC about it...
How's that?

Actually, you are talking about two different things. While it is true that he did give the device to the Russians and that we can assume the Joe team recovered it, there were also the "Amerikaneski records" that the Russians asked Kwinn for. He easily could have been contracted by COBRA to recover the plans (which Mindbender refers to in Marvel #67), who didn't know there was an actual device at the time. He didn't, however, hand over all the records, thinking that would prevent COBRA from being able to duplicate it. Dr. Venom though, being his usual brilliant self, was able to put the pieces together but was killed before he could finish the job. Years later Mindbender came across it and finished it.
